Free Report Rollout Schedule

The Federal Trade Commission said it was concerned that allowing everyone in the country to get their free credit report all at once would risk a system crash or other problems. It therefore set a phased-in rollout that entitled residents in Western states first, followed by the Midwest, the South and the East, in three-month intervals, accordingly: check credit rating

How To Order Through The Centralized Source

When you first go to www.annualcreditreport.com, you must specify your state of residence so the system can know whether you are eligible for a free report. Once you enter an eligible state, you are asked to provide your identifying data: name, date-of-birth, Social Security number (SSN), address, city, and zip code. There is a box to click if you only want your report to list the last five digits of your SSN. If you have lived at your current residence fewer than two years, it asks for your previous address. For security purposes, a random, seven-digit number that is displayed must be read and typed into a box. credit rating scale

Then you go to the page where you choose which of three bureau reports you want to get first. The names of Experian, Equifax and Trans Union rotate so each takes its turn at top of the list. After you finish ordering your report from the first bureau of choice, you can order a report from a second bureau by finding the link: Return to AnnualCreditReport.com. bad credit rating

Equifax - Online

Equifax s Web site first authenticates the identifying data you provided to the centralized source, and then proceeds to ask an additional question for authentication purposes, for example, the name of the company to which you pay your mortgage. Accordingly, prior to using the centralized source, it is a good idea to review your financial accounts, including credit cards, mortgages and auto loans, so you can answer these types of authentication questions. credit rating agency

The difference between Experian and the other two was that Experian did not try to start selling you additional products or services before you obtained your credit report. Instead, it promoted these items on the left and right sidebars of the front of your credit report. These services included your PLUS Credit Score for $5, and Triple Alert, in which ConsumerInfo.com watches over all 3 of your national credit files and scans for key changes. On the right sidebars, Credit Score Basics takes you to an explanation of what s in a credit report and lets you view a sample report. It also introduces you to Ask Max, a free, online column in which Maxine Sweet, Experian s vice president of public affairs, answers questions about credit scores and credit reports. Another sidebar has tips about disputing errors in your report online. (In Chapter 6, we discuss the advantages and disadvantages of disputing in writing, by phone or online.) Experian s Credit Report Basics also promotes Credit Manager, its online monitor-ing service that includes the Plus Score ($9.95 per month; $119.40 per year); as well as the Three-bureau report and Plus Score ($34.95). One offering you should not want is the Experian credit report and Plus score for $14.95. condemned to repeat it. - George Santayana, Life of Reason, Reason in Common Sense, Scribner s, 1905, page 284 Credit bureaus had humble beginnings. Local credit bureaus started taking shape in the late 1800s, when merchants who increasingly offered credit needed to keep track of those who failed to repay. One of the first credit bureaus was established in Brooklyn in 1860.131 mortgage credit rating

Equifax was founded as the Retail Credit Co. in Atlanta in 1899 by brothers Cator and Guy Woolford, who compiled credit records of the city s citizens in a Merchants Guide that they sold to local grocers for $25 a year.132 average credit rating

Also in the 1890s, J.E.R. Chilton started to collect information on customers in Dallas, Texas. In 1906, the first national organization of credit bureaus was founded the National Association of Retail Credit Agencies. It later became the Associated Credit Bureaus (ACB); it is now known as the Consumer Data Industry Association (CDIA). 131 Cole, R.H. Serwer, Andy, Street Life: Credit Bureaus Exposed, Fortune.com, April 14, 2003 This original organization was set up as a network of six small credit bureaus. The number of credit bureaus increased remarkably in the 1920s as well as the 1950s with the introduction of credit cards and installment credit. During that period, the credit reporting market was homegrown: information was collected from local lenders and distributed locally.133 bureau credit rating

Automation Consolidation

In the 1970s, however, the industry started to automate on a larger scale. Database concentration led to industry consolidation. The larger market-players began to bring smaller bureaus into their computer systems to benefit from their information collection. Smaller agencies used the computer processing power and network of the larger companies. Local credit bureaus either became affiliates of one of the bigger players, or remained independent as resellers of credit reports. find credit rating

In the 1970s, there were 2, 250 credit bureaus in the market. This number has been reduced to 1, 833 bureaus in 1997. Currently, it is estimated there are only 220 independent resellers. In the 1980s, there were five national credit reporting agencies: Trans Union, TRW, Equifax, Chilton Corporation and Pinger Systems. The Chilton Corporation eventually merged with TRW, whereas Pinger was sold to the Computer Science Corporation (CSC). CSC is a separate company, but for credit-reporting and operational purposes, it is now an affiliate of Equifax. increase credit rating

Credit reporting was only one division of TRW. Other divisions were devoted to aerospace and automotive parts. TRW later purchased Chilton. In the mid-1990s, TRW sold its credit reporting division, renamed Experian, to an intermediary. Experian was later bought by Grand Universal Stores, a United Kingdom company that continues as owner. credit rating uk

Jentzsch, Nicola, The Regulation of Financial Privacy: U.S. vs. Europe, European Credit Research Institute (ECRI Report No. 5 - June 2003) The Marmon Group is a Chicago-based company, privately owned by the Pritzkers of Chicago, one of America s wealthiest families. The Pritzkers also own the Hyatt Hotel chain. In 1981, the Marmon Group bought a large, failing amalgamation of businesses called Trans Union, which was into railcar and equipment leasing, water treatment, and international trade. It also had a credit bureau, a business that grew from a company called the Credit Bureau of Cook County. free credit rating canada

So, by the end of the 1980s there were three national consumer credit reporting agencies (CRAs) - Equifax, TRW (Experian) and Trans Union. Congress, Consumers Discover Credit Reporting The growth and consolidation in the credit reporting system was felt by the public and by Congress. By the late 1960s, Congress increasingly was concerned with a broad range of consumer protection issues. It was during this period that Congress enacted the Truth in Lending Act, requiring disclosure of credit terms. standard poors credit rating

There was also growing concern about privacy. For the first time, the specter of huge computerized databanks containing personal information on millions of Americans spurred debate over the need to protect citizens from Big Brother. In 1967, Prof. Alan Westin of Columbia University published Privacy and Freedom, one of the first books to explore the need for a code of fair information practices to ensure Americans privacy in the computer age.134 credit rating numbers

The Fair Credit Reporting Act has a rather odd sort of history. 134 Westin, Alan, Privacy and Freedom (New York: Atheneum, 1967) While the legislation was supposed to protect consumers, initial support for the bill among consumer groups turned to opposition, while the credit reporting industry came to embrace it. While the House held most of the public hearings and debate, the bill was drafted largely in secret by Senate Banking Committee members and representatives of the credit reporting industry.135 credit find fix it rating

In 1969, the proposal s leading proponent was Sen. William Proxmire (D-WI). Proxmire believed that inaccuracy and misleading data were the most serious of several problems plaguing the credit reporting system. The other problems were maintaining confidentiality, and the volume of untimely or irrelevant data. free credit rating score

Although a number of Congressional committees have recently begun to investigate the activities of credit reporting agencies, most Americans still do not realize the vast size and scope of today s credit reporting industry or the tremendous amount of information which these agencies maintain and distribute, Proxmire said on the Senate Floor.136 company credit rating

A Legislative Coup

Unfortunately for Proxmire, he was outnumbered by pro-industry Senators. They undertook their own negotiations with the credit-granting and credit-reporting industries and produced a bill that was quietly attached to a separate Senate bill. The legislative maneuvering allowed the pro-industry Senators to get their version into a final House-Senate conference even before the House could start moving a more pro-consumer bill. Spafford, President of the Associated Credit Bureaus, the industry trade group and forerunner of the CDIA.137 Anthony Roisman, of the Consumer Federation of America, said, If the choice is the Senate Bill or no bill, then I think it has to be no bill. 138 Prof. Arthur Miller, then at Univ. of Michigan, added, I have the feeling about S. 823 that it really is an Act to protect and immunize the credit bureaus rather than an act to protect the individual who has been abused by credit information flow created by the bureaus. credit get rating

Miller put his finger on a central attraction to industry. The Act granted CRAs and furnishers substantial immunity from liability under many state defamation and other tort laws. This was contrary to Proxmire s original intent, which was to create new federal liability while preserving state liability. credit online rating

Chapter 20 explores the kinds of damages typically suffered by victims of inaccurate credit reports or identity theft, and provides a preliminary methodology for identifying and measuring those damages. rating bad credit card

Chapter 21 recounts the exciting legislative debate of 2003, which resulted in major amendments to increase the FCRA s consumer protections. Despite the improvements, no one in Congress or elsewhere felt that the problems of credit report inaccuracy or identity theft would go away anytime soon. Some advocates predicted the problems would get worse before they got better. bad credit rating loan uk

Chapter 22, the only entirely new chapter in this Second Edition, explores controversial policies of credit card companies that fail to report their card holders credit limits to credit bureaus, a practice that can lower credit scores. It also examines credit card companies that practice universal default, meaning they will raise card holders interest rates if their credit scores drop too much - even if they ve never had a late payment with that particular company. credit rating services

Privacy

Credit scoring and credit reporting are inextricably linked to the fundamental privacy rights of consumers. As the U.S. Supreme Court has recognized, To begin with, both the common law and the literal understandings of privacy encompass the individual s control of information concerning his or her person. 11 In the Information Age, privacy is defined by, and measured according to, the principles of Fair Information Practices (FIPs). As we will see in Chapter 10, these principles are at the core of information privacy laws, both in the United States and abroad, including the FCRA. They seek to ensure that individuals maintain a reasonable level of control over their personal information by ensuring accuracy, fairness, collection and use limitation, purpose specification, security, and enforcement. These principles form the basis for an international consensus12 as to how personal data should be protected by law and by organizational practice. Enacted in 1970, the FCRA was the United States first information privacy statute. credit rating in canada

U.S. Dept. Of Justice v. Reporters Committee, 489 U.S. 749 (1989) 12 Principles of Fair Information Practices, Organization of Economic Cooperation and Development (OECD), 1980 The credit reporting system contains detailed and sensitive financial information concerning an estimated 205 million consumers in the United States. The system is de-signed to facilitate the free flow of information for the purposes of credit, employment, and insurance. It enables thousands upon thousands of organizations, large and small, to make important judgments about consumers based upon their personal information. There are many benefits for consumers and for the economy. fitch credit rating

All too often, however, this takes place without the knowledge or consent of consumers. Problems arise for individuals privacy, and for our economy and society, when judgments are made based upon inaccurate, incomplete, or irrelevant information. Privacy is damaged when personal information is used or disclosed for impermissible purposes. Moreover, privacy suffers when others gain unauthorized access to our credit reports. credit rating definition

The purpose of this book is to increase consumers understanding of the system, and thereby increase their ability to exercise control over their personal information. The more the system is subjected to public scrutiny, and the more consumers gain control over their data, the better the system works. The goal is privacy, which is sometimes explained as informational self-determination. 13 This goal is more readily reached by adhering to Brandeis instruction that, Sunshine is the best disinfectant. credit range rating

Chapter 1 Basics of The Credit Score If winning isn t everything, why do they keep score credit loan rating score

- Vince Lombardi All right, everyone, line up alphabetically, according to your height. - Casey Stengel A Brief History The Fair Isaac Corporation first developed models for calculating credit scores in the late 1950s. Credit scores started gaining widespread use in the late 1980s and came to consumers attention in the late 1990s when mortgage lenders began considering credit scores in their loan underwriting. They helped usher in today s era of automated underwriting and credit decisioning, in which large organizations can decide, via computer, whether or not to grant you credit or insurance-no human involvement necessary. aaa credit rating

Despite their importance and growing popularity among businesses, to consumers, credit scores were shroud-ed in mystery. It was not clear how they were calculated or who was using them. In fact, the Federal Trade Commission (FTC) put out an opinion stating that federal law did not require the credit bureaus to reveal credit scores to consumers who requested their credit reports. This was in part, because the 1996 revisions to the Fair Credit Reporting Act (FCRA) specified disclosure was not required of any information concerning credit scores or any other risk scores or predictors relating to the consumer. 14 credit card company rating

Public criticism of this policy mounted as the vital role of credit scores in credit and insurance decision-making became evident. The changing environment was best illustrated by a situation that arose in February 2000 at E-Loan, an Internet lender that could quickly approve mortgage and auto loans, in part because credit scores facilitated automated decision-making. To better advise consumers where they stood, E-Loan decided to tell prospective loan applicants their FICO scores a radical move at the time. Within a month, thousands of people took advantage of the service.15 credit rating system
