The debate over the link between credit reports and insurability promises to continue, as few consumer advocates have been persuaded by Sheffey s arguments. 210 Insurance Information Institute, The Use of Credit Information as an Underwriting Tool in Personal Lines Insurance, Brookings Institution Presentation, February 27, 2003. check credit rating

From an April 11, 2003 presentation by NAIC President and Arkansas Insurance Commissioner Mike Pickens, reported by AM Best on April 14, 2003. 212 Insurance Information Institute, The Use of Credit Information as an Underwriting Tool in Personal Lines Insurance, Brookings Institution Presentation, February 27, 2003. A Contrary View Birny Birnbaum executive director of the Council for Economic Justice in Austin, Texas has led the fight against insurance credit scoring. He continually has challenged industry assertions that it is fair, that there is a correlation between credit history and insurance, or that the studies supporting it were credible. improve credit rating

The evidence supporting the correlation claim comes almost exclusively from insurers, insurer trade associations, and credit scoring vendors who refuse to divulge the methodology of their studies, details of the study results, and/or the underlying data for independent verification, Birnbaum wrote in a January 2003 report for the Ohio Civil Rights Commission.213 For those studies about which some information is known, the industry claims become more suspicious. For example, Fair, Isaac and Company continues to bring out the Tillinghast study as support for the correlation-even though the National Association of Insurance Commissioners Credit Reports subgroup dismissed the study as counterproductive and misleading. credit online rating report

Birnbaum said there is plenty of evidence to raise questions about the industry s correlation theory. For instance, while economic conditions vary greatly by geographic region, credit scoring models are developed on a national basis. One survey showed that in the fourth quarter of 2000, mortgage delinquencies in the South were almost 60% higher than in the West. Consumers with high credit scores in a region with weak economic conditions were more likely to encounter problems than consumers with lower scores in a region with stronger economic conditions, Birnbaum wrote.214 credit score rating scale

Birnbaum, Birny, Insurers Use of Credit Scoring for Homeowners Insurance In Ohio: A Report For the Ohio Civil Rights Commission, January 2003 214 Id. Then, there is bankruptcy data. If consumers who have filed for bankruptcy in the past five years are far more likely to have claims than consumers who have not filed for bankruptcies, then we would expect an increase in loss ratios if the number of bankruptcies increases dramatically. Personal bankruptcies did increase dramatically during the 1990 s, yet private passenger auto insurance loss ratios declined. The following data show a negative correlation-just the opposite of the positive correlation claimed by the insurance industry, he wrote.215 bad card credit credit people

Birnbaum argued that credit scoring allows insurers to price based on the profitability of the consumer, as opposed to the expected risk of loss. In sum, it provides a shortcut for underwriting and rating consumers by income. free credit rating report

He said that other profitability factors include: credit rating scale

  • Credit scoring makes possible the expansion beyond the traditional tiers of preferred, standard, and non-standard. With more tiers, consumers can be identified for higher rates because of their place on the credit scoring scale. bad credit rating

  • In most states, insurer changes to underwriting guidelines receive no scrutiny. Consequently, an insurer could simply raise the cutoff score for rating tier eligibility by, say, ten points, and effectively create a 10% rate increase without mak-ing a rate filing or any other regulatory oversight. credit rating agency

  • Credit scoring enables larger insurers to build a base of customers more likely to purchase other financial products, including life insurance, retirement products, and traditional banking products. credit rating canada

To fully appreciate the basics, one needs to understand the larger system. To that end, Chapters 8 and 9 examine how the three major credit reporting agencies (CRAs) compile credit data on 205 million Americans, and how they and credit grantors conduct, or sometimes don t conduct, reinvestigations upon receiving consumer disputes. To help explain why credit reporting continually draws the attention of Congress, state legislators and enforcement officials, Chapter 10 traces the evolution of the industry, of the mixed files problem and other inaccuracy issues, and of identity theft. credit score rating chart

Chapters 11 and 12 address the controversial subjects of credit repair and debt collection. Chapters 13-15 explore the use of credit reports and scores by automobile, homeowners and mortgage insurers. credit mortgage rating poor

Chapter 16 focuses on the heated debate over whether credit scoring is tied to racial discrimination. Chapter 17 looks at some of the special challenges faced by certain groups, including Hispanics, students and the divorced. good credit rating score

One activity that affects most adult Americans, but is little understood, is the marketing of pre-approved credit card offers-the topic of Chapter 18. Chapter 19 covers the thorny issue of unauthorized access to credit reports, a problem that can arise in a number of settings, including car dealerships, for a number of reasons, including identity theft. poor credit rating loan

Chapter 20 explores the kinds of damages typically suffered by victims of inaccurate credit reports or identity theft, and provides a preliminary methodology for identifying and measuring those damages. bank credit rating

Chapter 21 recounts the exciting legislative debate of 2003, which resulted in major amendments to increase the FCRA s consumer protections. Despite the improvements, no one in Congress or elsewhere felt that the problems of credit report inaccuracy or identity theft would go away anytime soon. Some advocates predicted the problems would get worse before they got better. credit card for poor credit

Chapter 22, the only entirely new chapter in this Second Edition, explores controversial policies of credit card companies that fail to report their card holders credit limits to credit bureaus, a practice that can lower credit scores. It also examines credit card companies that practice universal default, meaning they will raise card holders interest rates if their credit scores drop too much - even if they ve never had a late payment with that particular company. business credit rating

Privacy

Credit scoring and credit reporting are inextricably linked to the fundamental privacy rights of consumers. As the U.S. Supreme Court has recognized, To begin with, both the common law and the literal understandings of privacy encompass the individual s control of information concerning his or her person. 11 In the Information Age, privacy is defined by, and measured according to, the principles of Fair Information Practices (FIPs). As we will see in Chapter 10, these principles are at the core of information privacy laws, both in the United States and abroad, including the FCRA. They seek to ensure that individuals maintain a reasonable level of control over their personal information by ensuring accuracy, fairness, collection and use limitation, purpose specification, security, and enforcement. These principles form the basis for an international consensus12 as to how personal data should be protected by law and by organizational practice. Enacted in 1970, the FCRA was the United States first information privacy statute. moodys credit rating

U.S. Dept. Of Justice v. Reporters Committee, 489 U.S. 749 (1989) 12 Principles of Fair Information Practices, Organization of Economic Cooperation and Development (OECD), 1980 The credit reporting system contains detailed and sensitive financial information concerning an estimated 205 million consumers in the United States. The system is de-signed to facilitate the free flow of information for the purposes of credit, employment, and insurance. It enables thousands upon thousands of organizations, large and small, to make important judgments about consumers based upon their personal information. There are many benefits for consumers and for the economy. credit card with bad credit

All too often, however, this takes place without the knowledge or consent of consumers. Problems arise for individuals privacy, and for our economy and society, when judgments are made based upon inaccurate, incomplete, or irrelevant information. Privacy is damaged when personal information is used or disclosed for impermissible purposes. Moreover, privacy suffers when others gain unauthorized access to our credit reports. personal credit rating

Sincerely, Paula Vista, CA When I came to Veracity Credit Consultants for help with my credit report I never expected the results I got. I began with a credit score of 681 and found several errors on my credit report from Experian. A few credit card accounts that were not mine, some repeated entries, and no report of limits on my cards were some of the problems I found. Veracity worked with these problems and aggressively disputed the false data on my report. unsecured loan for bad credit

To further this goal, Congress left in place all of the existing reasons that consumers were entitled to free reports (see pages 75-76). The bottom line: If you know your rights, you can regularly check your credit report throughout the year at little or no cost. This is a significant advance, considering that Equifax, Experian, Trans Union and others each charge between $89-$119 annually for ongoing credit report monitoring services. mortgage credit rating

The Centralized Source - Contact Information

Remember, you can order your free report from one, two or all three of the CRAs by mail, by phone or over the Internet. Here s the contact information. Annual Credit Report Request Service P.O. Box 105281 Atlanta, GA 30374-5281 1-877-322-8228 www.annualcreditreport.com Once you are eligible, you can request your free report by mail, by phone or over the Internet. You can choose to order your Equifax, Experian and Trans Union reports all at once, or, you can order only one of three bureaus first, and then request a second one months later, and the third one after that. If you stagger your requests by four months, you effectively monitor your credit report three times per year. If you are not planning a major credit transaction like a mortgage, refinancing or auto purchase, then the staggered approach might be best, as it permits you to periodically monitor your credit report for signs of identity theft (see Chapter 7). bureau credit rating

However, if you are planning a major credit purchase in the coming months, it s probably best to get all three at once. Remember, authoritative research by the Consumer Federation of America (CFA) and the National Credit Reporting Association (NCRA) showed there could be major discrepancies between the three bureau reports for any given consumer (see Chapters 2 10). find credit rating

Free Report Rollout Schedule

The Federal Trade Commission said it was concerned that allowing everyone in the country to get their free credit report all at once would risk a system crash or other problems. It therefore set a phased-in rollout that entitled residents in Western states first, followed by the Midwest, the South and the East, in three-month intervals, accordingly: increase credit rating

How To Order Through The Centralized Source

When you first go to www.annualcreditreport.com, you must specify your state of residence so the system can know whether you are eligible for a free report. Once you enter an eligible state, you are asked to provide your identifying data: name, date-of-birth, Social Security number (SSN), address, city, and zip code. There is a box to click if you only want your report to list the last five digits of your SSN. If you have lived at your current residence fewer than two years, it asks for your previous address. For security purposes, a random, seven-digit number that is displayed must be read and typed into a box. free credit rating score

Then you go to the page where you choose which of three bureau reports you want to get first. The names of Experian, Equifax and Trans Union rotate so each takes its turn at top of the list. After you finish ordering your report from the first bureau of choice, you can order a report from a second bureau by finding the link: Return to AnnualCreditReport.com. company credit rating

MBNA also tried to argue that its investigation in Johnson s case was reasonable. But the court pointed to the specific nature of Johnson s dispute, and the testimony of MBNA agents that their investigation was primarily limited to (1) confirming that the name and address listed on the ACDVs were the same as the name and address contained in the Customer Information System, and (2) noting that the CIS contained a code indicating that Johnson was the sole responsible party on the account. loan for people with bad

The MBNA agents also testified that, in investigating consumer disputes generally, they do not look beyond the information contained in the CIS and never consult underlying documents such as account applications. Veracity - History of the Credit Bureaus and Reporting Agencies (CRA)

condemned to repeat it. - George Santayana, Life of Reason, Reason in Common Sense, Scribner s, 1905, page 284 Credit bureaus had humble beginnings. Local credit bureaus started taking shape in the late 1800s, when merchants who increasingly offered credit needed to keep track of those who failed to repay. One of the first credit bureaus was established in Brooklyn in 1860.131 credit online rating

Equifax was founded as the Retail Credit Co. in Atlanta in 1899 by brothers Cator and Guy Woolford, who compiled credit records of the city s citizens in a Merchants Guide that they sold to local grocers for $25 a year.132 rating bad credit card

Also in the 1890s, J.E.R. Chilton started to collect information on customers in Dallas, Texas. In 1906, the first national organization of credit bureaus was founded the National Association of Retail Credit Agencies. It later became the Associated Credit Bureaus (ACB); it is now known as the Consumer Data Industry Association (CDIA). 131 Cole, R.H. Serwer, Andy, Street Life: Credit Bureaus Exposed, Fortune.com, April 14, 2003 This original organization was set up as a network of six small credit bureaus. The number of credit bureaus increased remarkably in the 1920s as well as the 1950s with the introduction of credit cards and installment credit. During that period, the credit reporting market was homegrown: information was collected from local lenders and distributed locally.133 credit rating services

Automation Consolidation

In the 1970s, however, the industry started to automate on a larger scale. Database concentration led to industry consolidation. The larger market-players began to bring smaller bureaus into their computer systems to benefit from their information collection. Smaller agencies used the computer processing power and network of the larger companies. Local credit bureaus either became affiliates of one of the bigger players, or remained independent as resellers of credit reports. credit rating in canada

In the 1970s, there were 2, 250 credit bureaus in the market. This number has been reduced to 1, 833 bureaus in 1997. Currently, it is estimated there are only 220 independent resellers. In the 1980s, there were five national credit reporting agencies: Trans Union, TRW, Equifax, Chilton Corporation and Pinger Systems. The Chilton Corporation eventually merged with TRW, whereas Pinger was sold to the Computer Science Corporation (CSC). CSC is a separate company, but for credit-reporting and operational purposes, it is now an affiliate of Equifax. fitch credit rating

Credit reporting was only one division of TRW. Other divisions were devoted to aerospace and automotive parts. TRW later purchased Chilton. In the mid-1990s, TRW sold its credit reporting division, renamed Experian, to an intermediary. Experian was later bought by Grand Universal Stores, a United Kingdom company that continues as owner. credit rating definition
